Any member of the public is free to come into and use the library, whether you have a membership card or not. [insert some samples of what you can use for free] You only need a library card to check items out to take home, or remotely access digital "members only" collections on our website. See the Membership sections below that explains how to get a library card.
If you live (or own property) within the boundaries of the Newman Regional Library District, there are no additional fees for a library card. Your property taxes fund the library. If you are not sure your home is within the boundaries of the Newman Regional Library District you can check your address on the map located below on this page.
The first time you sign up for a library card it is good for one year and must be renewed. After renewing the first time, your library card is good for three years before you need to renew again but we will ask that you confirm your address and other information once a year.
If you do not live within the boundaries a non-resident fee would apply. Non-resident fees fund the library for those people who do not pay property taxes in the district.
The non-resident fee is 0.25% of the taxable value of your property as assessed by your local authority if you own or 5% of your monthly rent if you rent. Renters will need to provide a statement from the property owner reflecting the rental fee in addition to other necessary paperwork required for registration.
This fee will need to be paid once a year but covers all individuals living in the same household.
Veterans with a service-connected disability of at least 70% and who are exempt from property taxes due to the Homestead exemption for veterans with disabilities (35 ILCS 200/15-169 (b-3) (3)) are eligible for a free non-resident library card.
Cards for Kids Act: This act, passed in 2020, requires libraries to waive fees for K-12 students in unincorporated areas who qualify for free or reduced-price lunches.
Public Act 102-0843: This act expands the Cards for Kids program, allowing libraries to waive nonresident fees for all individuals under the age of 18.
Newman Regional Library District waives non-resident fees for children under the age of 18, but children must be at least 8-years-old to possess a library card per our policy. Such children must still utilize the library branch nearest their residence as noted below.

If your house is not within the boundaries of any library service area a non-resident fee would apply. Illinois state law requires non-residents apply for a library card with the library branch nearest the primary residence.
